The California Department of Insurance (CDI) is seeking a dynamic Research Data Specialist III, but will consider a Research Data Specialist II, with  experience developing, analyzing, and interpreting complex research findings.

Research Data Specialist III (Senior Researcher): 

Under the general direction of the Chief, Office of Insurance Diversity and Innovation OIDI) for the California Department of Insurance (CDI) the Research Data Specialist III (RDS III), works as the Senior Researcher and independently designs and leads the most complex and sensitive policy research projects related to diversity and innovation in the insurance industry. The RDS III conducts the highest level of policy research, analysis, and reporting related to the impact of laws, policies, and regulations under the department’s jurisdiction regarding, but not limited to, emerging, innovative, and/or established insurance products and/or services within the insurance industry.

Research Data Specialist II (Research Specialist):

Under the general direction of the Chief, Office of Insurance Diversity and Innovation OIDI)  for the California Department of Insurance (CDI) the Research Data Specialist II (RDS II),  works as the Research Specialist and coordinates complex and sensitive policy research  projects and activities related to diversity and innovation in the insurance industry. The RDS  II conducts a high level of policy research, analysis, and reporting related to the impact of  laws, policies, and regulations under the department’s jurisdiction regarding, but not limited  to, emerging, innovative, and/or established insurance products and/or services within the  insurance industry.

This position is designated under the Conflict-of-Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict-of-Interest Code requirements may void the appointment.

Working Conditions

  • The incumbent must be able to work in a high rise building. 
  • Some travel is required within and/or outside the state of California via private or public transportation (i.e., automobile, airplane, etc.). Travel may include overnight stay.
  • The incumbent may telework in accordance with CDI's Telework Policy. Teleworking employees may be required to report to their headquarters office location on designated telework days. Travel expenses are not reimbursed, however oth er authorized transit subsidies do exist for those who qualify.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Excellent written and oral com munication skills.
  • Ability to conduct univariate and multivariate statistics.
  • Ability to conduct complex statistical analyses using software such as SPSS, SAS, Microsoft Excel Analysis tools, etc.
  • Ability to develop, analyze, and interpret complex research findings.
  • Knowledge of research, survey, and analytical methods and techniques.
  • Ability to articulate information in a clear, concise, and professional manner in a public setting.
  • Present complex quantitative and qualitative data visually using charts, graphs, tables, and other appropriate methods in order to complete reports and/or develop presentations.
  • Ability to gain and maintain the confidence and cooperation of others, including various levels of management.
  • Ability to manage and prioritize multiple projects and work well under pressure to meet quick deadlines.
  • Ability to work independently and in a team environment.
  • Ability to exercise initiative, flexibility and demonstrate tact.

  • Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
