Job Description

GENERAL DESCRIPTION

Under the general direction of the Senior Manager of Operations Support, the Airport Operations Contracts Manager is responsible for the daily oversight of critical contracts, programs, and projects held by the Operations department. This position monitors, manages, leads, innovates, and ensures compliance to contractual obligations, ensuring forward-looking innovations are continually assessed, contractual compliance, periodic auditing as needed, engagement with staff, and completion of special projects, as assigned. The Airport Operations Contracts Manager integrates critical safety, security, and compliance initiatives across the Authority with internal and external stakeholders.

  Requires availability for emergency call-in.

COMPENSATION: $85,000 annually

FLSA STATUS: EXEMPT

ESSENTIAL FUNCTIONS

· Monitors compliance with all terms and expectations as outlined in contract documents.

· Maintains a system of checklists to verify that all audit and inspection criteria are being properly addressed regularly.

· Implements strategies and innovations across contract portfolios to improve service, experience, and responsiveness.

· Assists with managing budgets focusing on service and budgetary innovations to improve service and, where possible, reduce fiscal spending.

· Maintains data/documentation in reports, logs, etc., as required.

· Monitors and manages compliance with service delivery standards.

· Serves as an integrator for critical security, safety, and compliance programs and initiatives across the Authority for internal and external stakeholders.

· Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • Bachelor's Degree in Aviation, Airport Operations, Business Administration, or related field.
  • Three (3) years experience in airport operations, or related field.

· Or equivalent combination of education, training, and experience.

· Must possess a valid Florida Driver License.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of contract management principles and practices, including the ability to review and analyze contract terms to ensure alignment with airport objectives and compliance with laws and regulations.
  • Knowledge of safety standards and practices, with the ability to conduct regular safety audits, inspections, and assessments to enhance safety protocols.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.
  • Ability to handle restricted, sensitive, and confidential information.
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
